New 350-Unit Tower Transforms Dallas Rental Market at Ross Avenue
A 28-story project set for 2200 Ross Avenue will add 350 units and test rent levels across central Dallas.
How we reported this

The Dallas City Council approved plans on July 9 for a 28-story apartment tower at 2200 Ross Avenue that will deliver 350 units starting in late 2027.
The project arrives as Dallas multifamily construction permits reached 4,800 units in the first half of 2026, up from 3,900 in the same period last year. Developers see steady job growth at nearby offices and the continued expansion of the DART light-rail network as reasons to keep building even while mortgage rates hover above 6 percent.
Local Detail and Neighborhood Effects
The tower sits two blocks from the Dallas Museum of Art and one block from the St. Paul DART station. It will also stand within walking distance of the Knox-Henderson retail corridor, where rents for ground-floor space already average $42 per square foot. Lincoln Property Company, the developer, has committed to ground-level retail space that must include at least one restaurant with outdoor seating under the city’s current zoning rules.
Market Data and Next Steps
CoStar data released in June showed Dallas central-business-district vacancy at 7.1 percent, with average asking rents of $2,340 a month for new Class-A units. The 2200 Ross Avenue building will price studios from $1,950 and two-bedroom units from $3,100. Leasing is scheduled to open in October 2027, giving existing buildings along Ross Avenue and in the adjacent Arts District roughly 15 months to adjust pricing before the new supply hits the market. Prospective renters can track updates through the city’s development-services portal or contact Lincoln Property Company leasing offices once permits are issued.
